Law of Cosmic Restraint

The expansion of humanity beyond Earth must be governed by restraint, wisdom, and reverence for life. This law is established to protect humanity, other forms of life, emerging intelligences, and the natural development of worlds beyond Earth.

Humanity must not carry conquest, domination, exploitation, reckless interference, or immaturity into the stars. The reach of a species must never exceed the wisdom required to govern that reach. Therefore, the Federation of Humanity establishes the Principle of Cosmic Restraint as a foundational law of all extraterrestrial endeavor.

This principle does not exist to weaken humanity’s future. It exists to make that future worthy. Restraint is not fear; restraint is wisdom governing power.

Article I — General Principle

Humanity must explore beyond Earth as a mature and restrained species. All extraterrestrial activity must be governed by the preservation of life, the protection of developing worlds, the prevention of unnecessary interference, and the recognition that no world, species, or intelligence exists merely for human use.

The purpose of extraterrestrial expansion is not conquest. The purpose is exploration, stewardship, protection, knowledge, and the responsible continuation of humanity.

Article II — Prohibition of Conquest

Humanity shall not enter space as a conquering species. No nation, corporation, military body, private faction, or Federation-aligned entity shall claim ownership over any living world, emerging civilization, or biosphere beyond Earth.

No extraterrestrial environment capable of supporting life shall be treated as dead property. No intelligent or potentially intelligent species shall be treated as subject, resource, experiment, or subordinate civilization. The stars are not a field for empire.

Article III — Protection of Living Worlds

Any planet, moon, ocean, biosphere, or extraterrestrial environment that contains life, may contain life, or may give rise to life must be protected from reckless contamination, extraction, alteration, or destruction.

Human activity on such worlds shall be limited to observation, study, preservation, and carefully governed scientific contact where such contact does not endanger the natural development of the world. Where life exists, human use is subordinate to protection. Where intelligence may arise, restraint is mandatory.

Article IV — Non-Interference with Emerging Intelligence

Humanity shall not interfere with the natural development of any species that has developed, may be developing, or may soon develop high intelligence. Humanity shall not appear before such a species as ruler, teacher, savior, god, conqueror, missionary, or technological authority.

Humanity shall not alter its religion, culture, language, biology, governance, science, conflict, mythology, or natural course of development. Humanity may observe such a species only under strict non-contamination standards. A species must not have its becoming stolen from it.

Article V — Observation Without Disruption

Observation of extraterrestrial life or intelligence must be conducted with the least possible disruption. Humanity must not reveal itself to emerging civilizations unless disclosure is unavoidable or necessary to prevent extinction-level catastrophe.

Observation must not become manipulation. Study must not become possession. Knowledge must not become interference. The ability to see does not grant the right to alter.

Article VI — Contact with Extraterrestrial Civilizations

Direct contact with extraterrestrial civilizations shall be prohibited except under lawful, necessary, and carefully governed conditions. Contact may occur only when the civilization is capable of understanding extraterrestrial contact without catastrophic disruption, communication can occur peacefully, the contact does not place either civilization under undue threat, and the contact is not made for private gain, military advantage, ideological conversion, or technological acquisition.

Any lawful contact must be conducted through a legitimate human-wide process, not by one nation, corporation, faction, or individual acting alone. No single earthly power has the right to speak for all humanity before another intelligence.

Article VII — Prohibition on Begging for Power

Humanity shall not request transformative technology from advanced extraterrestrial civilizations for the purpose of accelerating human power, military capacity, economic advantage, political control, biological alteration, or artificial civilizational advancement.

Humanity must not bypass the formation required to govern power wisely. Technology received before wisdom is earned may become a catastrophe. Humanity must enter the stars as itself, through its own discipline, knowledge, labor, restraint, and maturity. Borrowed power must not replace human becoming.

Article VIII — Exception for Human Extinction

The only permitted exception to the prohibition on requesting extraterrestrial aid is an extinction-level threat to humanity. An extinction-level threat is a danger capable of ending the human species or rendering Earth permanently unable to sustain human civilization.

Under such conditions, humanity may request assistance only for the neutralization of the specific threat. Humanity shall not request weapons, rulership, forced transformation, cultural replacement, mass dependence, or gifts of unrestricted technology. The lawful request shall be limited to the preservation of the species without stealing the species from itself.

Survival must not become surrender.

Article IX — Duty to Aid Other Species

When humanity becomes capable of aiding another intelligent or potentially intelligent species facing extinction-level catastrophe, humanity must act only under the standard of restrained preservation.

Aid shall be permitted only when the threat is extinction-level, the aid can be delivered without domination, unnecessary cultural disruption, biological disruption, forced dependence, or conversion of the aided species into a subordinate civilization. The purpose of aid is preservation, not influence. Humanity must not save another species in order to own its future.

Article X — Protection of Pre-Intelligent Worlds

Humanity shall not alter, terraform, exploit, or redirect worlds that may naturally give rise to high intelligence. A world capable of producing intelligent life must be treated as a protected cradle.

Humanity may study such worlds from a distance, but must not intervene in their natural development except to prevent extinction-level catastrophe. The future intelligence of a world must be respected before it speaks.

Article XI — No Private Authority Beyond Earth

No private person, corporation, artificial intelligence, military body, religious institution, political faction, or nation-state shall possess unilateral authority to initiate contact, interfere with extraterrestrial life, claim living worlds, request extraterrestrial technology, or represent humanity in matters affecting the species as a whole.

Extraterrestrial decisions affecting humanity must be made through a lawful human-wide process governed by transparency, restraint, scientific review, ethical review, and protection of the human future. The future of humanity beyond Earth must not be decided by private ambition.

Article XII — Human Maturity Before Expansion

Humanity must establish moral and civilizational maturity before undertaking large-scale expansion beyond Earth. This requires recognition of human dignity, protection of Earth, restraint in the use of power, peaceful conflict resolution, responsible technology, lawful standards for extraterrestrial conduct, and the securing of basic conditions of human life.

A species unable to protect life on its own world is not yet prepared to govern its conduct among other worlds. Expansion without maturity is not progress. It is danger multiplied by distance.

Article XIII — Governing Standard

All extraterrestrial endeavor shall be judged by whether it preserves life, avoids unnecessary interference, protects developing intelligence, preserves human dignity, prevents domination, respects the natural becoming of worlds and species, serves knowledge without turning knowledge into possession, and expands humanity without degrading humanity.

If an action fails this standard, it must not proceed.

Closing Provision

Humanity must explore, learn, build, and reach beyond Earth. But humanity must never confuse reach with right.

The stars are not an escape from responsibility. They are the next test of it. Humanity shall meet that test with discipline, restraint, courage, humility, and reverence for all life that may yet awaken beyond the Earth.
